Most of the DLC would be best done with everyone together. And some people might want to hold off on it for now and go do some of the DLC later when they are stronger or have a specific character.

Talia and Gugu should stay in Terran to do sidequests.
Hector whereabouts will depend on where Red and Sara goes.
Yzza will follow Lupis.
Malik and Jeremy will move on to Lunares.

Talia will try to create a party to go and investigate if things calmed down in Terran. (Gugu will follow, but for now he's with Sci)
Hector (to Red and Sara): "So guys, what is happening right now?"
Yzza will go back to Magis and see if Layor needs any help.
Jeremy will search for the group of Mica, Nick, Raven etc.
Malik will stay with the other Legendary Heroes I guess.

(You would likely struggle. The Moogle Forest is harder than the other DLC areas. I'd suggest going there at least after Lunares, but preferably after or during Eros.)

The poll is a vote by the players though, not the characters.
I want to move on to Lunares and voted for it, but seems like the majority of my characters actually want to stay in Terran.

Lupis, Sylvia, Forrest, and Infernus are all fairly neutral about where to go next. Mog isn't saying much on the subject as he's too busy trying to get dry.
