That's fine with me. The real question here are: Were those the only rooms available? Was that the only place that would have worked as a meeting room? Although those are possibly questions we should discuss in character later.

Spheal's special move is Blizzard so I'll just replace Powder Snow with it since Blizzard is pretty much a super powerful version of it.
She can also know Aqua Ring if you want to switch something with it.
