So I got bored and made a list of characters that would be useful to build relationships between because of their sort of stats/specialty.

That's nice for a reference, but I'm still probably going to try to get a few levels with Fox even if I have to come up with a contrived backstory element to do so. Nothing will stop me from getting those glorious Sheep Meteors.

It was just for reference if you didn't have a preference for backstory or anything. This is purely based on stats and such. It's possible for everyone to max rank every character if they wanted.
It's just funny seeing Raine using physical damaging moves when she's a support.

Laura and Julia: They seem like they would get along well and Laura's mysterious past would be interesting to have Julia investigate.
Laura and Tab: They've already got a pretty interesting dynamic together in my opinion and they get along fairly well.
Tom and Julia: The only one I could really find that I think would fit well is Julia. Since Tom is always just relaxed and chill, I feel most of your characters would not really connect with him well, but Julia might enjoy trying to find out the mysteries behind that attitude and Tom's connection with Laura.
Fox and Morgan: These two seem like they would get along really well. They're both very fun loving and I think Fox would help Morgan become a little less shy.
Fox and Robbie: I don't really know why, but I get the feeling they would just be good friends. Plus, flaming sheep.
Zack and Julia: Zack is super mysterious and I feel like Julia's snoopy detective instincts would kick in.
Zack and Rix: They have more in common than you might think.
Alice and Rix: Alice respects Rix's intelligence and I feel they might get along well.
Alice and Karl: Alice also respects Karl's intelligence, though not as much as Rix. I think if he doesn't do anything stupid, they could be friends.
Buttons and Rix: They both hate people.
Buttons and Karl: They're both creepy.
Raine and Tab: Tab needs nice people or he cries himself to sleep at night.
Raine and Morgan: Aww, they're both shy and cute.
Avel and Julia: They both go out of their way to help people.
Avel and Morgan: I just get the feeling they go together well.
Avel and Robbie: Southern hospitality and Avel hospitality.
Lance and Julia: I don't know. Just because it seems like it works.
Lance and Robbie: Lance was the first person Robbie met and they're already close. Plus they're on a soccer team together.
Mattea and Julia: Again, a super mysterious past and I feel like Julia would want to dig deeper into it.
Mattea and Rix: It's like a tsundere party.
Avalon and Tab: They both seem pretty upbeat and happy.
Avalon and Morgan: I really feel like they would get along.
Avalon and Robbie: They both like music. At least I think Robbie likes music with his harmonica playing.
Freya and Morgan: They both love martial arts.
Freya and Robbie: I feel like somehow they would get along well.
