Okay so how I see it:
"enemy" refers to ordinary enemies.
Bosses and Villains must be low on health to be banned.

Considering there's no evil player, I reserve myself the right to deny certain uses of your inventory.
Altough hilarious, things like using a nuke to defeat a single Goomba might be refused.
I'll probably never refuse a move, but if I'm really like "Yeah, no. No way I accept that" I won't hesitate.
There will be plenty of time where it will be relevant to use your most powerful items thoughs.

I mean I think everyone knows I'm not severe, but I feel like this game won't be fun if you just blast through everything without any resistance.
With that said, there will definitely be battles, but I feel like Vitquest had more emphasis on puzzles and set pieces so I'll try to keep that atmosphere.

Well, the events I distincly remember:
1.Ice Zinogre fight where I basically ordered some Verians around instead of actually fighting (set piece) 2.Car chase (Set piece) 3.Rune trials (puzzles) 4.The bird thingy which we couldn't even damage. (Felt more like we were trying to solve a puzzle more than we were fighting it.)

Don't know if the other players had a different experience, but I definitely didn't feel like combat was the most important aspect of the game.

At which point I'll probably be gone and getting a haircut. Meh, it shouldn't take too long. On another note since not long after this game starts I'll be heading off to Disneyland, if I don't make a move within two days of my last post and there are other players who need input from me, auto move me.
