My vote for 5 is definitely still Wily's Fortess. Heck, while I wouldn't mod it I can definitely reccomend some bosses (Yellow Devil from MM1, Mecha Dragon or Guts Tank from MM2, Bass as an optional fight where we gain him as an ally if we win, 8 Robot Masters of your choice either in a boss rush or all at once, perhaps an optional fight against a prototype of Zero that gives everyone involved a Beam Sword badge, and ending with a battle against one of the Wily Machines).
