Naturally. At best it's a health bar until the next phase, at worse it gets depleted by a flat 10% or so each turn with him using more powerful attacks as it depletes but not actually corresponding to his health.
Shadow will stay behind Hypno shooting more Chaos Spears and ready to teleport the whole party out of the way in case of an emergency that can't be redirected by Hypno. YX will also stay back casting Tornado. In addition to dealing a large amount of wind damage his version from the BBS Mysterious Figure fight also scatters the target's abilities as cards (they can't be picked up and used by anyone else, it's just a method of causing the player even more trouble since they have to pick up the pieces of their command deck), but whether that works on M is debatable. If possible equip Scan as a passive ability and lock on to M, this should show how much health he really has left instead of relying on him to show it.

Pixy will fall back by Shadow the Elmo and YX and use Thunder.
Fawful will go ahead and launch some fury (or bombs) from his T shirt canon.
Yuffie will fall back and throw a bunch of shurikens at him (lets say about 25)

Feldgrau messes with the computer screens, it seems he can modify the arena by using them. M flashes right in front of everyone's eyes, appearing right in front of Mox, but Hypno stops M from moving and punching the bandit at the last second. It doesn't feel like M teleported, it feels like he just ran.
Mox: "Whew! That was close!"
Shadow goes behind Hypno, then shoots a Chaos Spear, while M doesn't move. Fawful, Pixy and Yuffie follow Shadow's initiative with their own attacks. Young Xehanort casts a tornado around M, but he suddenly seem to inhale it and spit it back at Young Xehanort. He is launched into Shadow and both of them are fused together...
M: "You thought I didn't know you cheated by using two characters at once?"
M backflips out of Hypno's grasp, then stares at Fawful, Pixy and Yuffie.
M: "Don't worry, I didn't forget you!"
Shadow Xehanort equips scan. It seems M has 590/601 HP left.
Beams come out of M's antlers after he lands. Mox anticipates the attack, then jumps back, throwing a smoke bomb.

Alright, so his real hp percentage is 98.67%. On a side note, it looks like I should probably forget about bringing either of their Pokemon, as helpful as they might normally be having too many things get fused together would be a bit of a mess. Still, I might be able to use this...
Freeze time with a Stopza-boosted Chaos Control, then equip the Keyblade in one hand and Alondite in the other. While time is frozen use Time Splicer (a series of teleporting attacks which can also inflict Stop) and finish with Chaos Blast imbued with Mega Flare before warping back to safety. From there, take advantage of the fact that I have both super speed and the ability to put up a barrier that heals me based on the strength of the blocked attack (Renewal Barrier) to attempt to dodge or block whatever comes next.

Alright, looks like I'm still protecting you guys this turn.
Use Toxic to inflict poison that worsens with each turn. This should be helpful for such a long battle. Then use Barrier to create a psychic barrier in front of us. M will have to break through this to get to us. Those of you that don't have a way to protect yourselves, get behind the barrier this turn before he attacks.
EDIT: Fuzz just included a time stop, so I'm going to use that to help boost damage this turn as well. My new battle plan is coming up in my next post.

I love time stop setups. Create six barrier walls on all sides of M while Shadow Xehanort is slashing at him with the keyblade, creating a barrier cube. In order to keep from getting in the way of each other's attacks, create the barrier in front of M last so that I don't interrupt the attack combo. Finally, when Shadow Xehanort jumps back for the Chaos Blast Mega Flare, finish the cube and use Psychic to push all barriers together, crushing M inside before the powerful explosion. Once time resumes to normal, create a protective barrier and activate Toxic at the end of the turn.

(Don't forget I got Kirbi the prophet of Columbia on my side too. Now I just need Just or Punk to remind me what Kirbi does exactly. I know he can create portals.)

This way not only will you conserve the length of time which you have summons, but we can also avoid activating a panic attack from M.

(Yeah but M is a Jerk face who makes you upset. But yeah Kirbi will only be used as a last resort type thing. Also how do we even know that Stop is going to work and M is even going to be affected)

Aww yes the fury is strong with this one but alas your chlortles are not snuffing. I shall show you my fury. You miserable Fink Rat. Like those plumbers and with there stupid mustaches I shall show you the fury.
Then i enjoy the chlortles at your doom.
Fawful activates his helment and he is going to inhale the beams from M.
Pixy just lets out Pika and gets ready to do her move.
Pixy will first set up with an agility boosted Double Team then she will surround M while singing one wing Pika. Then the real Pixy will use her tail as a spring (along with the clone Pixys) and she will then hit M with a combo of Iron Tail and Electro ball.
Yuffie just sighs and silently yeeps at the thought of being fused with Fawful. (Fawful has the chlortles when it comes to the fusing)
Yuffie will then activate her ultimate Limit Brake All Creations and use it on M
