They basically mean you've gotten a step closer toward someone. When you collect five from one person, you unlock a new skill that you can use in investigations and trials.

I'm not certain if this will lead to a killing, but this is definitely interesting. All of the PCs have worked together in perfect cohesion to throw things in a completely different direction. In other words, the first case has become an entirely different case.
