You make your way up the side of the city hall. Hard for a normal human, but more of a fun challenge for a mage.
From the top of the building, you take a look around the city. This isn't the tallest - the skyscrapers are taller - but it's larger than most of the surrounding structures, most of which are other government buildings. The view is nice. Lots of pretty lights, cars passing, a handful of people walking. Just like any other major urban city...
If you didn't already know about the grail war, you would never guess what's happening here.
Carmilla re-materializes at your side. She peers down over the building's edge. "Hmph. The world may have changed, but the people have not. Still just beasts skittering about their lives, happy to live in the shadow of those in control."

"Not everyone is happy, but we have to choose leaders I guess. And we're stuck with those leaders, but democracy is definitely better than monarchy or dictatorship.
Anyway... Hmmm... This building was something, but do you think you can bring me on top of a skyscraper...
It might be a little to soon to spot anything, but let's get our bearings properly."

Carmilla looks to the south. "Master. I can sense a fly nearby. Another Servant is passing by. Out for a midnight stroll in the park, perhaps."

You head over to the park with Carmilla guiding you in her spirit-ghost-y form. She guides you to a small alley near the park. The park itself is large and beautiful and verdant, in stark contrast to the surrounding desert. A fence and trees form a barrier to keep it separate from the rest of the city.
Two people are standing outside the park, looking around suspiciously. The guy has blue-ish hair, while the female has straight, dark hair. They're both in their 20's, you estimate, with athletic builds. Carmilla re-materializes and stares at them. "She would make for a fine addition to my collection..." She proceeds to translate what they're saying.
The guy gives the girl a boost and helps her onto the fence. She perches on the top while talking. Looks like you missed the first part of the conversation. "We could try to find and follow a Servant until we get a bite. My instincts weren't bad at all tonight, since we did find two. Hopefully the next guess works as well. And if you feel there's somewhere we should check, just say so."
"I'd rather head out and take the offensive, but that's honestly not a bad idea. Looks like we might make a decent team after all," the guy answers.

Stealthily follow them, using whatever objects we can to hide. Try keeping the same distance we have now.
"Stay invisible Carmilla, alright? If they spot me, but not you, nothing tells them I'm a Master, except..."
Murdock will advance with his hands in his pockets.

Carmilla disappears.
"Maybe we'll get lucky and bring a fire using servant here when they're running the sprinklers. Any advantage we can use, we'll do it," the woman says as she drops back down to the sidewalk. "How about we take a few minor detours on our way back to our base, sticking to some alleys and such to see if we detect a Servant? We can pick our route based on the kinds of places the other teams might set up or be prowling."
"Want to stir up a little trouble, huh? That's fine with... Oi!" the guy turns and looks towards you. "What are you looking at?"
You hear a different "...The p-park is closed," another male voice announces from nearby. "You're trespassing."
"That so?" the guy asks.

Can you describe the Master and Servant more please? I want to know if it's obvious that they are... not natural before deciding my move.

"Standing outside the park isn't trespassing, sir. At worst, it's loitering," the woman says. "What sort of businessman lurks in alleys at night, bugging people who just wanted to take a minute to appreciate some nature in the city?"
"Ones who are one their way home from- That's none of your business! Whatever. If you're not making trouble, then... Whatever." You hear him walking down the sidewalk the other way.
"Yeah, whatever," the guy calls after him.
The woman is dressed normally enough. Jeans and a T-shirt, boots...
They guy's clothes are a bit stranger. A solid-blue bodysuit with silver gilding and armor-like shoulder pads. You also notice his hair ends in a long ponytail.

Okay, I have OOC questions about what my character knows.
So this girl's servant has visible shoulder armor and we know civilians are not supposed to see us.
1.Do we know the consequences for letting a civilian see a servant? 2.Do we know if the consequences only goes to the Master who got spotted?

Follow the civilian. Murdock just learned that all servants can sense each other and he wants to make sure that guy was indeed just a civilian. He signals Carmilla to follow, since whispering might be heard by the other master.

Letting them see a servant is fine so long as they aren't doing anything explicitly magical. If someone saw Carmilla just standing around and was like 'oh I guess there's a BDSM convention in town...' that would be fine. But if someone saw you using a spell or Carmilla materializing, you'd need to hunt them down and erase their memory. Or kill them. Either way.
Also you and Carmilla can communicate psychically. She can't really see anything in her de-materialized form and can only kind of sense the world around her, but she can pass through walls and stuff.
Also-also Carmilla could sense that one, but there's been no sign of it being a two-way street.
You start following after the civilian. You notice the other presumed master-servant pair are following him as well. He heads down the open street and doesn't seem to be doing anything particularly suspicious.

Carmilla did detect them. And the enemy did mention trying to detect other servants. But they haven't shown any signs of having detected Carmilla.
You follow along after the pair following the office worker. He makes his way down two blocks and you notice he has a slight swagger to his steps. He stops outside an apartment building and starts rummaging for his keys. Before he can open the door, it swings open. Inside is a woman dressed in a nightgown. Glaring. Angrily. "You've been out drinking again, haven't you?"
...
The woman loses interest in this exchange quickly, and backtracks to the park, then down the alley the man shambled out of in the first place. It leads to a small back street with a lot of crowded bars.
"Next time they enter an alley, Master, let me have that woman. She looks so delicious..." Carmilla's voice echoes in your head. "I can already taste it."
