Run towards Midna, then punt a building at the wolf when close. Ryo will rely on his reflexes to safely get in close while approaching Midna.

Midna rides her wolf towards Ryo while Ryo runs towards her, grabs a skyscraper and swings it at Midna's Wolf, stopping her momentum.
(Is that the turn or were you supposed to attack Midna afterwards?)

No, that's the turn.
Ryo will quickly shift his weight forwards to approach Midna, then transition into a high kick to attack Midna's wolf, then transition that into a heel drop on Midna.
