On another note, some time later I may introduce a new character. They will be a character from Lupis' backstory, and a retired adventurer whose role will be to provide unique endgame weapons and maybe even offer sidequests that make powerful abilities available. I don't know when I'll add him, but his shop won't open until relatively close to the end of the game unless I also come up with ideas for weaker special equipment. Would that be okay?

Yeah, I'll let you bring in the Red Mage from his backstory. You just have to make sure your stuff is expensive. I mean, Silver weapons were supposed to be the best weapons, but since I didn't put a limit on when you can buy them, most people have them already. So better equipment is gonna have to cost a lot so it's harder to get. Keep in mind that each quest usually yields around 100-200 Gold.

No problem. Like I said, these will in fact be restricted based on progress, although the more I think about the more I also want to see if I can think of some weaker weapons too. Would something like 1000 or 2000 be appropriate for weapons like the Gladius or Excalibur?

I'd say probably. It would take about 10 or 20 quests to save up. The Chimera Lance took about 7 quests to save up to give you a gauge on power.
