So it's two more skills and then the duo skill, I think?
Hook: Tab wacks the enemy over the head with a rolled-up paper. Deals low damage and temporarily forces enemy to target Tab. Tail: Tab rides around an enemy in fast circles before attacking unexpectedly. This attack cannot miss. Golden: Raine hops on Tab's scooter as they both cruise around at high speeds, with flowers spewing into the air in the wake of the scooter's path before raining down on all enemies for heavy plant damage. After attacking, the flowers turn into energy that returns to the party, healing all party members for a portion of the dealt damage.

Tanooki Morgan: Morgan pulls out a shiny leaf that causes to turn into a Tanooki. She sprouts pointy ears and a tail (basically the leaf from Super Mario Bros 3 where Mario gets the pointy ears and tail.). Morgan can use the tail to repel projectiles, short bursts of flight (has to build momentum first baiscally get a running start and she can't go from standing still to flight), and to slow her fall causing her to be able to jump longer distances, and the tail can be used as a weapon. The transformation wears off if she takes too much damage or if she cancles the move.

Berserker Beacon: Raises the target's attack, but the target takes half the damage it causes.

Bramble Trap: Raine causes spiked vines to grow around the battlefield that damage enemies whenever they move. Does not affect flying enemies.
Flower Garden: Raine causes a garden of flowers to grow around her allies, healing them all at the start of each turn. Does not affect flying allies.
Water Spiral: Raine twirls around with a whirlpool of water surrounding her, dealing water element damage to a single enemy multiple times.
Support Order: Lance gives a command for his allies to rally and recover, boosting the effect of all support skills used that turn.
Blood Drain: Mattea performs a ritual to drain an enemy's health, taking a turn to do so. At the end of the turn, she deals medium dark element damage while recovering health equal to damage dealt. If she is attacked during the ritual, she will be interrupted.
Conjure Wings: Mattea creates bat wings that she can use to fly. This increases her speed for the rest of the battle and she is now considered flying instead of grounded.
Skyblast: Freya blasts an enemy into the air with a powerful burst of wind, dealing wind element damage to them. They will no longer be considered grounded and will be instead considered flying enemies until Freya's chain is over.
Piercing Howl: Katie causes a loud howl to emit from her aura while shifting it into dog form. May cause stun to all enemies. Dog form raises defense and lowers attack.
Feast: Sachi cooks up a huge meal for all enemies, distracting them and causing them to waste their turn, but healing them in the process. May not work on certain enemies.

Hell if I know... Would you say that we're far enough in the game to warrant creating upgraded versions of skills?

I mean, you can. Since there aren't things like stamina costs and all that though, I usually make new skills instead. There's a lot of options to go with. Especially since Robbie is a...tank? Support? I don't remember. Anyway, you could always try variations and such. For example, since this is with Lance, launching sheep boulders at enemies similar to the sheep meteor you plan on getting from Fox. Or a defensive skill for non physical moves. Or maybe a healing skill involving...milk I guess? Maybe summoning a stampede of chickens that cause the enemies to become dizzy? I dunno. It's up to you.

Is there a limit to how many mod-items can be used during crafting? Is there anything stopping me from making an item with 10 trash-tier materials and all 12 boss drops as modifiers to make the ultimate useless weapon?

There's no limit to modifier weapons.
You can create a special piece of equipment by using all twelve boss materials. Wait, how did you know there were twelve!?
