The establishment is complete. It seems you can create an activity for it, but Snappy is too busy right now to help you set it all up...

You can now sell and serve coffee inside Cardinal's Compulsive Cafe.

A counter with everything needed to make coffee appears at the back of the establishment. There's some benches in front of the counter, but no tables for now... It seems you will have to level up your establishment to add a dinning room or other activities.
