So, you want the long version or the short version... Fuck it, I'm giving you the kind-of-short-but-could-be-considered-long version either way.
Some time ago, 53 years to be exact, a group of cybernetic, extradimensional beings known as the Distant Ones came to Earth. These being where called "The Distant Ones". Creative name, right?
After they arrived they proceeded to sit their ass down in high orbit for about 5 months and do jack shit while everyone freaked out and tried to make contact. Of course, Everyone said, "Let's talk to some alien's". Finally, they aliens decided to talk and said "Haha fuck you puny humans."
Okay, they didn't actually say that, but they might as well have.
So they proceed to wrap the whole planet in a giant magnetic storm, effectively destroying hundreds of years of human development in like two days, then they started assassinating random people with nanites... I'm not really sure why they started doing that to be honest, but they just started killing random people, everywhere.
"HEY! That's not the end of the story, sit down!" Could be heard form somewhere in the distance.
At this point, humanity is in chaos. Hundreds of people are dying everyday, from each other and from natural causes.
Now, fast forward twenty years, the Earth has grown incredibly cold, the oceans have frozen over, the only precipitation that falls from the sky is snow and ice. Much of humanity has died off. The weakest of humanity, that is.
Then, the aliens decided to abduct everyone and change us, just like they had earth. They installed machines in out bodies, giving us terrifying powers. Then, they sent us back down to Earth. Most people consider this to be the beginning of Wasteland Earth.
As you know, people are social creatures, so a bunch of dumbasses got together and formed "the pack" Man, these guys are great at naming! Han Sion is the leader of this gang, and despite their stupidity, they are one of the most powerful gangs to exist.
When Han Sion announced that he would be taking over the world, everyone freaked out, and that was only a few months ago.
To make sure he could win, Han Sion tried to capture Vance Brutus, a legend among the wasteland, and often considered the strongest living human being. Of course, that was a dumb mistake, Han Sion lost a literal army to him and his friends before Vance Brutus locked himself away for ever.
Without the world's beloved hero, a hermit and ancient warrior known as McMick came out of hiding. Sending out a call for anyone who wanted training and vengeance should come to him immediately.
And that's where you come in, a man or woman on a mission, in a planet full of super powered dumbasses. This will be quite the adventure...

So I feel like this will end up confusing some people some how. Don't be afraid to ask questions.

How to make your character:
Armor Class: Obviously, your character will have armor to help defend themselves. There are three different classes of armor, Heavy, Medium, and Light. Depending on how you plan to play, you'll need to pick one of these. Light weight armor offers little protection but doesn't restrict mobility, base stats would be 1 DEF and 3 AGI. Medium armor offers a balance between movement and protection, base stats are 2 DEF and 2 AGI. Heavy armor offers a high level of defense but restricts mobility. 3 DEF and 1 AGI. Make sure to pick one that tailors to your characters fighting style and/or power.
Power: Almost all human have gained powers, either through the Distant Ones or through human tampering. You can choose not to have a power (This will negate your weakness as well). Your power can be anything as long as it is logical and makes sense. For example, you could not bring a meteorite down upon your enemies, or cause the moon to fall out of the sky. using your base power has a hit counter of 0-4.
Powers are divided into two groups, Aggressive and Passive. Aggressive powers focus more on directly harming an enemy, while Passive focuses on supporting the user. Powers like fire would be aggressive, while increased speed would be passive. If you decide to have a passive power, you may need a weapon of some sort.
Base POW stat is 3, unless you choose not to have one, and then it is zero.
Weapon: Depending on you're power, or lack thereof, you may need a weapon of some sort. Make sure to ask if you are not sure if you need one or not. Aggressive power based users can get a weapon later to, that will fit with your abilities. Some people may choose to fist fight, This is acceptable as well. Starting weapons have a hit counter of 0-3.
Weakness: Your weakness is an integral part of your character. It is based off of their past experiences. You're weakness will affect you in combat, it won't be something silly, like a weakness to green radioactive rocks.
History: Be careful and descriptive with this, it will decide your characters weakness.
Abilities: You can start with two abilities that will be separate form basic use of your power, for example, someone who can light objects on fire might have the ability to create fireballs and another to cause fire to leap from one object to multiple others. If you use a weapon, a sword perhaps, you're abilities would be based around skills with that particular weapon. You can get more abilities as you, either by seeking out trainer or by adding additional machinery to yourself. All starting abilities have a hit counter 0f 0-3.
Stats: Stat bases are all 3 unless stated otherwise. You also get five to add anywhere you like (Unless you have no power, than you can't add them to POW.)
While the stats themselves won't concern you in battle so much, I'll go ahead and explain everything anyway.
STR is your base damage when doing any sort of physical attack, it's multiplied by your hit counter. If you roll a two when attacking with your hammer, and you have a strength stat of 6, you deal out 12 damage. DEX is your chance of dealing critical damage. If you roll a critical (2 above your damage counter), your damage is quadrupled. AGI is your chance to dodge enemy attacks and is done with a 1-20 roll, with your agility counting as 1 bonus per 5 points, Heavy armor will lower your agility. POW is like your strength stat, except it is used when you attack with your power. The final stat, DEF, is your ability to negate damage dealt your way. Higher stat means less damage taken based on a percentage.

Going to be a decent deal of combat but not so much that you won't have time to interact with others and explore the wasteland.

Weakness: (Mod gets to choose this, based off of the strength of you're power and your characters past.) History: Before the Distant Ones ruined the world, Glass Big was a simple fireworks salesman. He was pretty successful and well-known. After everything went to hell, his sales began to raise... People went crazy for fireworks, but Glass Big was lucky and people actually bought them instead of stealing them. He was really happy about it until he found out people were using them... as weapons. Unfortunately for him, the town ended up closing itself out to the world and naming Glass Big as leader of the town. Against his will. The fireworks were pretty effective as a defense against outsiders, but when the Distant Ones heard about a supposedly "safe" town, they decided to change thing. The town walls were quickly breached by them, and the town was slaughtered. In a streak of luck, Glass Big managed to escape with his last firework and survive, stealing some alien technology on the way. He started to test the device he found, to realise it can duplicate objects. He duplicated his fireworks to use as weapons himself in order to survive, but then realised the machine glitched and can ONLY duplicate his fireworks. With his infinite supply of explosive projectiles, he ran as far away from his own town, wherever it will lead him... Starting abilities: Explosion Launch: If hit by an explosion, Glass himself can become a projectile, launching himself into the enemies. He takes no fall damage from this ability. Explosive Counter: On a success, Glass can grab and throw back an explosive projectile before it explodes. Appearance: The red guy at the very top STATS: STR:3 DEX:4 AGI:2 POW:4 DEF: 4

Something I forgot yesterday is HP, everyone starts with 300 HP... I'll add it in for you Mal, Sorry about that. (The most important thing In combat and I somehow forgot it...)
You will get more HP as you do various things in the world. You will get Stat chips and many of them will buff your HP/

Name: Robin Hunter
Armor Class: Heavy
Power: None
Weapon: Power Armor (explained further in backstory)
Weakness:
History: Robin was just another normal human. She was happy, her family was happy, everyone was happy. Everything was fine. Or so things seemed. When she was only around the age of four or five years old, the Distant Ones invaded her home. Everyone she ever knew and loved was slaughtered before her. It was traumatic. Managing to hide from the Distant Ones, she escaped the massacre with nothing but a few scrapes and emotional scars.
She was then found and taken in by alien lifeforms that raised her as their own. A tribe of bird-like creatures that trained her in their ways. With their help and guidance, she grew to become a formidable warrior. But even in her new home, she was not safe. It was not long before the Distant Ones found this new safe haven. And destroyed it. It was all too similar for Robin. Everything she loved was going to be lost again. Then in a blur of memory, she found a power suit. She didn't know where it came from. The Distant Ones, the bird aliens, another human, or perhaps it was some sign that maybe there was something out there with a slight glimmer of hope that gave her a chance. She didn't care where it came from. She took it.
Using the power suit, Robin entered the village, fighting back against the enemies that stood in her way. It marked the death of her old self and the rebirth into something new. A cold hearted, metal warrior. Never again would Robin show weakness in the eyes of her enemies. She learned to shoot first and ask questions later. Moving on from her life with the bird people, she began to move across the world, fighting back against those that were stronger in the name of justice. Stealing from the rich, giving to the poor, fighting the strong, protecting the weak, she did it all.
Only recently has she heard of this new chance. This strange chance. This possibility of getting revenge on the Distant Ones and destroying them. Getting back at them for all the indescribable pain she feels...
Starting abilities: None
Appearance: Tall and slender, yet fit and strong. Long, brown hair that grows in waves along with cold, dark eyes. Her face is beautiful and elegant, yet strong and intimidating at the same time like a lioness. Outside of her power armor, she wears a simple, black suit. No need for fashion in this world. Her power armor itself is large and black, reflecting light when it shines on it. He helmet has an orange visor that's visible through, allowing Robin to see her enemies and shoot them down. The right arm of Robin's suit is a cannon that launches powerful energy blasts. The suit itself is about eight feet tall. Despite the size, it's still surprisingly mobile.
STATS: STR: 7 DEX: 3 AGI: 4 POW: 0 DEF: 4

Okay, you still have tow abilities, they will just be based around your weapon or fighting style rather than a power.
Oh and just to clarify if you have a Passive power you're "Basic attack" will be your weapon or fighting style instead.

Charge Shot - Charge up for one turn and then unleash a powerful blast on the next, dealing double damage to an enemy (Aggressive)
Acrobatics - Capable of performing acrobatic feats such as flips, high jumps, and keeping balance on shaking platforms (Passive)
