The earth became so cold that a solid sheet of ice formed over the oceans, so thick that it became like solid ground. As inches of packed snow built up upon it, people migrated out to stay away from the dangerous main land, where bandits and gangs roamed freely.
While the Tundra has it's fair share of dangers, it is fair safer than most anywhere else...
