Yes, even NPCs that are 'dating' (Katie/Fox) or might appear to be dating (PrettyBoy/Somnis) are totally valid romance options. If you try. And I don't mean that in a villainous mustache twirl sort of way. You don't have to tie Fox to the train tracks. That's my job.
But that's only true for now. If you don't make a move on people, eventually an NPC rival will appear if no one's showing any interest. And then financing them will be much harder.
......I actually completely forgot about my quest to get Katie and Fox together last time when I stuck them together......

Burst Stance - Levi takes a defensive stance this turn, countering physical attacks with powerful sound bursts. Does not increase defenses, draw aggro, or counter elemental attacks, but the counter deals twice the damage dealt to Levi.

Yes. Every NPC is romanceable. Or at least should be. Even if you need to somehow do away with certain people...
Are there going to be like...rival battle type things where you need to beat your dating rival at something in order to save your relationship? Like...cook better than them or something.

If you were going to make the Guardians romanceable...You'd probably have to change their ages and backstories a bit. Most of them were adults and much older than the party. Except Dracia. She was about their age. But I imagine the Guardians would be harder to romance than the normal students and I dunno how the team attack would work unless you summon them or something.

Alright. I'm making some skills and had a few status ones done.
Ooooh, Romanceable guardians? That would be funnn. Although you probably would only do a Rank-Up skill for 7 and or 10 instead of one every level...
Rival battles sound fun, too.

...Definitely not all of them. Like the Machine Guardian is no. You can't love a machine and I'm just setting up for Punk to burst in with a vibrator joke. But... at least 4 of the guardians could become romanceable with little to no issue...
