You look inside. There are hundreds of creatures in there. Humans, animal-folk, aliens. Probably speaking different languages. There's several booths at one end of the room, at the end of the line, but only one is open. It's staffed by a very frazzled-looking desk clerk with a stack of books of different languages, tons of files, a flood of forms...
Fuzz hears someone whispering from above him. "Pssst. Hey. You looking for papers?" A short woman in a cloak is crouching on the roof. You kind of assume she's a child, given the height.

Peri replies back in an irritated whisper. "Yes, but we would rather get them legally than by them from a questionable supplier." "Peri, you're being rude. A simple 'no thanks, we don't want to risk being caught with forged papers'' would have been fine. Anyways, I think I might be able to speed this up." First, take out the Sonic Screwdriver and send a signal back to the TARDIS reactivating its Translation Field. "I'm not sure how or why that was off in the first place, but that ought to make the poor guy's life easier." Next, place the view of inside the building into a PiP window while opening up a chat window with the officer from earlier in the main window. "Hey, so what's the deal with this Port Authority building? Did all the other employees take a sick day at once or is this clerk the only one who works here?"

"He's allll alone," the girl on the roof calls down. "All the other workers got poofed off to other worlds. And you know how long it takes bureaucrats to hire new bureaucrats. Not that it was much better before everything got mixed around, from what I've heard... Y'know, my forgeries are top-tier. So long as you aren't doing anything illegal enough to get thrown in jail, no one will ever notice."

Edit the empty booths into automated systems with AI assistants, but don't apply the edit just yet. I want to hear what this girl knows about the situation with this world first.

She hops off the roof and floats down like a feather. When she lands next to you and you notice she's about 2ft tall with pointy ears, you get the sneaking suspicion she might not be human.
"So... Interested in the passes or not? I'll do it on the cheap. But if you're not buying, I need to go find someone who is."

Well if I can't change the number of booths currently being operated, then maybe I can instead speed up the worker. Open a window to talk to him. "Hey, don't mind me I'm just someone in line talking to you via... You know what I don't really know how this thing works but it's not important. So since you seem to be pretty heavily overworked and understaffed here if I told you I had a way I could make your job a whole lot easier would you agree to it?"

Edit the worker's level of skill and knowledge at his job so that between the increase in skill and the TARDIS Translation Field making it so that he doesn't have to consult his translation books he's able to process people and get them their papers in a matter of seconds (maybe a minute at most) without any mistakes. While I'm at it see if I can renew his stamina so that he's every bit as ready to go as when he started today. "There you go, you're now absurdly good at your job to the point where even this should be pretty easy." After that, turn and look at the elf. "What do you even need a robot for anyways?"

You're only able to edit 1 aspect of something, but you make him way better at his job.
...The bad news is it's not a huge improvement. He still has to deal with waiting on every client to keep up with him. Overall it's a 10-fold improvement, but there's still such a huge line. It's going to be most of a day, at least.
You look at the little whatsit and ask why she needs a robot. She pokes her fingers together, puffs out her cheeks, and looks away. "...I'm lonely..." she mutters.

Sigh. "Look, for once I'd like to do things by the book here, but I'll make you a different offer. Once I've gotten my papers, made a little bit of money over at the mechanic's, and bought something from Malo because he says I'm supposed to buy something for parking my TARDIS in his shop then the next thing I plan on doing is heading out to see if I can find out what's responsible for warping people in and out of this world. If this goes anything like the last four worlds I've been to in probably going to need all the help I can get, so would you like to come with me? It could be kind of fun, although it'll probably also be pretty dangerous."
