I want to get clarification if it's still permitted to challenge the ideas presented by other users, rather than attack the users themselves. Of course, this requires a keen eye by the admins to determine when a debate changes from a healthy exchange of ideas to a pointless assault on one's character.

Yes, you can discuss and challenge ideas. But it must be in a civilized manner. You specifically aren't allowed to be making comments that are meant to make people upset. So for example...
"I respectfully disagree because of X and Y." is fine.
"Your idea is stupid and I don't like it." is not fine.
