The TSC Exchange is run by Rain. He waits at the counter with all of his wares behind him on display. Rain is probably more simple than the others. He will quickly assess the amount of coins you own and the value of his items before presenting you a price. This price changes each time for some reason. Once he presents a price, you can take it or leave it. There's no trying to change it. You can try again later after a match to see if it has changed though.
