That's a teacher named Rain. Basically, he was a cowardly teacher that made learning impossible, until Parappa and his friends got the great idea of putting his foot in a bucket to help his teaching (don't ask, anime is weird). Turns out this makes him super psycho and murderous, and giving him another bucket makes him final boss material... He was defeated by Parappa falling out of the sky and onto him, knocking him out comically... So yes, I approve of your plan with PK.
Fiora and Beat should get the attention of Rain with taunting and such. Fiora will use Speed Shift and Beat will use his netrium-powered inline skates to run away from Rain while splitting up. I'm hoping for a moment of hesitation from Rain here for PK to rain bombs on him.
I'm thinking that Mitsuru and PJ should mostly act like distractions for PK to land those hits, so I think PJ should throw a donut at Rain and Mitsuru should taunt Rain while standing behind him.

Fiora slaps Rain across the face while Beat sprays paint all over him as the two quickly dash away, causing Rain to chase after them. Mitsuru and PJ give chase, but can't keep up with their speed boosts. Rain continues to follow close behind as Fiora and Beat split up, going separate ways and Plague Knight throws down his bombs! Rain, however, does not hesitate at all to go charging right after beat instead of Fiora and Plague Knight's bombs miss, blowing up a book store. Beat is currently in a high speed chase down the street with Rain gaining on him from behind! This guy's going to destroy him if Beat doesn't act fast!

Hmm...
Would Beat be allowed to call upon the weird quad bike vehicle he uses in Sonic and SEGA All-Stars Racing Transformed (that's a mouthful), or is that out of the question here?

Time to change things up a bit. A bomb for every situation!
Plague Knight will continue to throw bombs in Bounce Casings with Black Powder, but now with Sentry Fuses. After being thrown, they will then home in on enemies. If this catches his attention and he charges at Plague Knight, he will Burst out of the way.
Does anyone have some kind of magnetic abilities or a Steal move? If we can get this buckets from him it sounds like we can change him back to normal.

Good thing you specified... My post before deciding to ask you about it literally started off with "Beat will whistle and call his vehicle..." So he can whistle and make it appear? Theoretically... The vehicles Beat used in that series are heavily implied to be developed and worked on by the GGs, the gang that Beat started in JSR. Now, Beat would DEFINITELY have a radio on him, so would it be out of the question for Beat to radio to the GGs and have a member of the GGs bring him the quad bike? I'm not sure if another GG would be in Parappa Town, but it also doesn't make sense for Beat to be here, Fiora to have a Persona, and PK to have Pokémon, so... |

Plague Knight throws multiple bombs at Rain with them homing in on him and exploding, killing Rain. He might have been dangerous with those buckets, but he is just a normal school teacher. Anyway, murdering a school teacher probably would result in the police arresting you, but it seems they're busy with the giant cat tearing down buildings. Speaking of which, the town is on fire now! Strange how fast these things happen. You notice a fireman dog thing running into a nearby building yelling about someone named Casaree.
Meanwhile, Mitsuru and PJ back with the Parappa Crew hear them say that they know just how to stop all this fire and run off somewhere. This is either very good or very bad...

Plague Knight, Fiora, and Beat follow the fireman into the burning building as he runs into the smoke and flames to save a bunny woman coughing on the ground. Speaking of which, you guys are having a pretty hard time breathing right now and oh, look, the fireman and Casaree passed out.
PJ and Mitsuru follow Parappa and his group as they head to a large dam. What are they planning to do here?
