Grab as many of them as we can and quickly pull them out. If Plague Knight was able to stay underwater for almost the entirety of the Iron Whale, he should have no problem holding his breath.

Plague Knight, Fiora, and Beat drag all the people they can out of the burning building, but soon notice a huge wave of water crashing over the city towards them! Better think fast or you might be sleeping with the fishes!
Mitsuru summons her Persona and destroys the dam as PJ instructs and a huge wave of water crashes over the city, putting out the fires, but are the people and buildings really safe? Well, you don't see buildings falling over...

Run inside a nearby building, preferably only a one or two story building so if it collapses we might survive. If it's two stories, climb to the second story. Malefio, how the hell is flooding the city and drowning all of us supposed to help?

Soooooo let me get this PERFECTLY straight. You're gonna do nothing. Well, didn't really follow up, but it seems our characters are safe on top of a building anyway... Otherwise, get to a roof.

Soooooo let me get this PERFECTLY straight. You're gonna do nothing. I already said we go inside the nearest stable looking two story building and onto the second floor to get away from the water.

Fiora, Beat, and Plague Knight run up to the roof of a two story building as water rushes past under them. The only problem is...it isn't going away. In fact, the water is RISING! Did another dam break or something!?
PJ and Mitsuru stand and watch as a second dam nearby blasts open as a bus falls from the sky and breaks it. Where did that come from? Well, you're perfectly safe here. The Parappa crew is with you watching all the insanity go on.

Okay, I'm out of ideas. PJ will play this on his DJ equipment and tell Parappa to rap to it.

What if Plague Knight places some explosives potions to detach the roof from the rest of the building?
Would the roof float?

PJ and Parappa play the Bolero of Fire, but...nothing happens. It seems you need magic instruments for that to do anything.
With the water rising up slowly, Plague Knight sets bombs at the sides of the building to blow off the roof from it and they'll all float. As they explode, Plague Knight suddenly feels the floor fall out from under him. The roof can't float! It's too heavy! The three are swept up in the current of water. Plague Knight in a last ditch attempt to stay alive throws out Remoraid to keep him from drowning and getting tossed around in the powerful currents. While Remoraid is able to rescue Plague Knight, Fiora and Beat are nowhere to be seen, most likely having drowned in the powerful waters.
It's all over! Fiora and Beat are sleeping with the fishes!
The waters flow out of town as you see the people in Parappa Town going about like nothing happened. It seems since they're cartoons, they follow cartoon logic and weren't injured somehow by the waters. The town is perfectly normal now aside from the blown up roof. Of course, Plague Knight does notice a rather angry looking giant cat tearing up the town as it runs toward the broken dams.
HOLY CRAP! JULIA IS CHARGING RIGHT AT PJ, MITSURU, AND THE PARAPPA CREW! She must be mad you soaked her!
