So, I think one of the problem was having way too many skills, so I have 2 suggestions... (3 in fact, but number 3 is something else)
1.Attacking, dodging and blocking should be basic actions, not skills. Double attacking should be a basic action if you have two weapons equipped (requiring your character to have a dual wield kind of passive skill)
2.Skills should be created by the players for their characters. I would say they have two passive skill trees of their own + three combat skills trees (Exemple below). They start with one skill in each tree, then when they level-up or whatever how you guys decide you gain skills, they can either level-up the ones they have or create a new one from their skill trees. Attack skills all cost spirit points.
3.A bestiary topic?
Example for number 2:
Rachel (Let's say she's pretty high-level):
Passive tree 1-Dual Wield
Dual dagger LV10 (Lets the user use two daggers at once)
Dual shield LV5 (Lets the user use two shields and use them as a weapon)
Dual blowgun LV3 (Lets the user use two blowguns at once)
Passive tree 2-Elemental resistance
Cold resistance LV10 (Resistance to ice/snow attacks)
Water resistance LV5 (Resistance to water attacks)
Fire resistance LV3 (Resistance to fire attacks)
Attack tree 1-Elemental weapons
Ice stalactite LV10 (Creates an ice stalactite to use as a weapon. Does ice damage.)
Vine LV5 (Creates a vine whip to use as a weapon. Does earth/grass damage.)
Rock LV3 (Creates a rock to use as a weapon. Does earth damage. Can make the enemy unconscious for a few second.)
Attack tree 2-Magic orbs
Ice orb LV10
Fire orb LV5
Poison orb LV3
Attack tree 3-close range techniques
Helplessness LV10 (Turn the enemy on his back, making him helpless)
Break LV5 (The enemy has no weakspot? Create one by hitting him relly hard)
