Ranger: This is a Pokemon reserve. The wildlife here is kept safe from poachers and trainers. Since they are a rare species, it's important we take care not to let anyone steal these Pokemon. You also are not allowed to terrorize them. This Squirtle clearly does not wish to be petted.

Ranger: I see. So she's just an excited trainer. Since you're going to the colosseum, maybe I could join you. I planned on entering myself. My Pokemon could use some exercise and I'm in the region on vacation.
