We're going to need more firepower to blast through these things. Spearah will shift her weapon back into dual axes and spin around with both of them out to slash away all enemies near the warp star. Fenrir will continue his strategy, but switch to fire rounds. These should explode on contact with the enemies hit, so we should start clearing them away faster.

Alright, single target moves will get us nowhere here. Summon Bahamut (5* Summon, 2 hits AoE non-elemental magic damage with a 7.5X multiplier for each hit) to attack with Megaflare while the party temporarily disappears during the attack. As for the rule against City Busters, this is the FF5 version of Bahamut while he didn't start flying into space and nuking entire continents to kill 3 enemies until 7 so we should be fine.

Spearah and Fenrir start attacking the swarms, when they suddenly disappear with Tyro. Bahamut replaces all three of them, spewing 2 big fireballs, one at each swarm. The swarm around Bluberry compacts itself, protecting the leader. As the party reappears, the Bronto Burt are gone and Blueberry Burt is exposed.
Blueberry Burt: "Oh... Okay..."

Well, let's see what we can do. Fenrir will swing around Bronto Burt and combine his claw slashes and explosive rounds to deal some heavy damage. Spearah will get out her Ice Missile and launch it at Bronto Burt.

Now that there's only one opponent left, let Just's characters perform their attacks and once they're safely out of the way cast Meltdown (6* Black Magic). Meltdown conjures up a massive ball of flaming wind that crashes down on the opponent, trapping them in it for the duration of the attack while throwing debris up into the air. It deals three hits with the damage being treated as either Fire, Wind, or Earth elemental depending on which one will deal the most damage, defaulting to fire if there is nothing such as weaknesses/resistances or elemental damage boosts influencing the decision. As for how hard it hits, it's exactly as devastating as it sounds.

Fenrir swings at Blueberry Burt, but the enemy seems faster than him. He bumos Fenrir multiple times, avoiding his attacks, giving the opportunity for Spearah to hit him with her Ice Rocket.
Blueberry Burt is frozen, as a massive ball of red wind appears above him. Spearah and Fenrir get out of the way, as it crashes into the enemy, unfreezing it.
Blueberry Burt: "AAAAAAAHHHHHHHH!"
Three Smash Balls appear as Blueberry Burt turn in circle, on fire. All three members of the party receive one, giving them a powerful aura.
(Yup, in co-op you all get a Smash Ball and finish up the boss together. Reminder that your finisher doesn't have to be cannon. Also, finishers ignore the rules of course.)

Perhaps. I was thinking of using this:
Anything you can think of that can combo with this? Maybe some other giant weapons to impale them with as well, or perhaps something that forces them higher into the air so that the sword carries them down to the ground? If not I'm open to suggestions as I can always save this for a solo finisher.

How does this sound?
Fenrir tosses his gravity vial at Blueberry Burt, holding him down in place and activates his semblance, rapidly growing in size while Spearah summons forth a powerful rainstorm. (She can't actually summon rain, but Malefio said we can bend the rules a bit.) As Tyro summons his giant sword Limit Break, Fenrir grabs hold of it as Spearah controls the water. surrounding Fenrir in it before freezing it to create giant ice armor. The sword is surrounded in the ice as well, causing it to have multiple ice spikes coming out of it. Fenrir then uses the sword for a three slash strike combo. He then holds the sword high in the air for the last strike before bringing the sword down in the same fashion it does in the Limit Break. The ice around both Fenrir and the sword shatter, along with the metaphorical screen the players are watching through Knights of the Round style.

Blueberry Burt is pinned to the ground by a gravity phial, as the fire on him intensifies. Spearah puts the fire out by starting a rainstorm.
Blueberry Burt: "Oh... That's so kind of you!"
Fenrir suddenly starts growing in size as Tyro summons a giant sword.
Blueberry Burt: "Oh..."
Water starts surrounding Fenrir, then freezes to create an armor around him, also transforming the sword into a giant ice blade, full of spikes. Fenrir strikes the enemy thrice, jumps in the air and impales Blueberry Burt one last time in an explosion of ice. The arena breaks like glasses, leaving only the player party in a void.
Floor 2 is now considered complete by Just and Mr. Fuzz. Virus R might now appear on floor 2.
