Since I just recently made him my new avatar I'll go with The Emperor, mixing his Dissidia moveset with some of the spells he used in FF2.

For items, ill take a Shine potion, Killer Cloud, and Whirlwind.

Actually, quick question. Moves that would destroy an entire city are banned, but what about something that at most would demolish a house like Starfall (which also has a lengthy charge time that would probably take a turn or two)? Here's a video of it, although while it's definitely his best move the fact that the opponent he's fighting is extremely low leveled judging by their 338 hp means the fact that it hits the damage cap here isn't quite the norm.
Right, items and gear. The Emperor's weapon is a scepter, the gold-plated armor he has is probably enough, and for consumables he has exactly one Elixer (restore all hp and mp, although with the latter only applying to moves that aren't from Dissidia which are mostly support spells it's not as important as the hp recovery) for each fight.

I'd like to point out that Cornelius' sword is a Psypher. These weapons are powerful enough to pierce the scales of dragons. He looks like this.

(Starfall seems fine to me, since while the attack is visually impressive, it doesn't seem like a instantly cast auto-win move.)
---Stage 1: VS Paul and Leia---
Cornelius and The Emperor appears in a small street of what seems to be an ordinary suburb. There is five houses on each side of the battlefield. Their opponents seems to be an overweight guy with long grey and an ordinary brunette girl with pigtails. Paul seems to longly be looking at his opponents.
Leia: "Great... More overpowered guys..."
M: "3...
2...
1...
FIGHT!"

Cast Flare, sending a human sized blue orb of fire out towards Leia. It moves at a very slow pace so I highly doubt it's going to actually hit her on this turn, but it sticks around for a long time and continuously homes in on the target so it should provide several turns worth of annoyance as she's forced to keep avoiding it.

Start with an ability that causes electric orbs to float around the caster and then use another ability to teleport behind not Leia and drill into their back with the sword by spinning. The electric orbs stun enemies and since we'll be in close range, I'm sure he'll be hit by them. Follow up with a three strike spinning blade attack that increases in power with each hit and typically launches opponents away with the third strike.

The Emperor casts Flare, sending a slow blue flame orb to pursue Leia. She runs towards a house and jumps through the window. The party can't see her anymore, but the Flare approaches the house.
Paul starts running towards a house as Cornelius casts orbs around himslef, then teleports behind him. Paul is not particularly fast. He gets hit by the rotating orbs, which stuns and damage him, opening him for three spinning strikes, which get more and more powerful. Being an ordinary human, Paul can't take much more punishment and is launched out of the arena. (OMGWTFBBQ, I swear I didn't even realise that was his name and my Psypher being called Cornelius Kane in your RP is legitimately a coincidence.)
