Hmmm well this is certainly something. Maybe I am just over thinking it.
Okay switch places Pixy will use Agility to speed past the bullies and Bowser will take over and Bowser will brace for impact and provide the extra bulk to take the blow from the bullies

Pixy and Bowser switch place. Pixy uses Agility. If affects the Kart and makes it go faster, which makes it pass the bullies. As they tried to push Pixy's kart one last time, they crash themselves into the barrier. Pixy and Bowser are now in 7th place!

The Monty Mole in the back of the kart Bowser is trying to pass presses a button. What looks like a big electric gun comes out and starts charging.
Tank: "On it!"

Hmmm thinking thinking thinking. Stop it yoshi you got to stop over thinking.
Okay Switch places Pixy will pull away and get a bit of distance. Bowser will summon a bunch of Thomps and drop it right on the Big Electric Gun.

Pixy takes the wheel, as Bowser summons some thwomp and tries to throw them at the electric cannon, but he misses thanks to the kart momentums. The thwomp fall between the two karts though, blocking the electric beam. Pixy and Bowser passes Bandoo and Tank.
Bandoo: "You missed!"
Tank: "No, they blocked."
Bandoo: "Take the wheel, I'll take our position back!"

Bandoo and Tank switches position. Bandoo takes some javelins out and seem to try and concentrate to aim at you. The kart in front of you is driven by Tulip. Bloomsday is behind.
Bloomsday: "Oh hell no! No one is passing us."
Bloomsday blows powerful wind on your kart, slowing you down significantly.

Okay switch again.
Pixy will use a combo of agility and double team. Make multiple copies of Pixies to throw off the aim of Bandon and with Bowser's extra bulk and Pixies speed push through the windstorm

Pixy raises the Kart's speed again, but it doesn't seem to be enough to fully battle the wind. They approach Tulip's vehicle though. Bandoo throws his javelins, but the wind blows them back at him. The Bullies pass Bandoo and push his kart into the barrier.
Bandoo: "HOW DARE YOU! I HATE YOU ALL! YOU'LL NEVER SEE ME COMING!"
Tank: "Calm down man, this is just a friendly race."
Bandoo: "YOU CALL THAT FRIENDLY? I'M GONNA RUIN EVERYONE'S DAY! JUST WATCH ME!"

Bloomsday seems tired from blowing wind. Your kart's speed being augmented twice makes you stay side by side by Tulip's kart.
Tulip: "Oh hi, I hope you're having fun!"
Bloomsday is taking some seeds out.
Glomglom and E. Gadd can be seen ahead of you, but they don't seem to be paying attention.

Pixy and Bowser switch places again.
Bowser: Ehh this course is fine I guess not as good as my castle. Then again the best thing about my castle is the flames.
Bowser uses Flame Breath on Bloom Bloom and the seeds

Pixy takes the wheel again, letting Bowser burn Bloomsday, stopping it from attacking. Tulip is also hit, making her kart spin.
Tulip: "Everything is fine, this is just for fun!"
The bullies catch up to them and push them in the barrier, Tulip turns black.
Tulip: "I HATE GO-KART RACING! I'M NEVER PARTICIPATING AGAIN!"
You are now in fifth position.

Kamek: "King Bob-Omb, use the Chain-Chomp!"
King Bob-Omb takes a painting, puts his hand in it, takes out a Chain-Chomp and starts swinging it... Passing them without get hit by the Chain-Chomp seems really hard. Glomglom and E. Gadd is still behind, but they seem to be taking things casually and are not trying anything.

Bowser just sighs and summons a couple of dry bones. He shatters one and starts chucking the broken bones towards the Chomp chomp. He tosses the bones away from there path so that Pixy will head one way and the chain Chomps push the kart another way

(I was confused about what you were trying at first, but I just understood xd)
Bowser summons a Dry Bone, shatters him and throws bones outside of the track.
King Bob-Omb: "Oh..."
Kamek: "Oh?"
The Chain Chomp pulls Kamek and King Bob-Omb into the barrier.

Bowser and Pixy will switch and Pixy will use Thunderbolt on the bombs.

Pixy uses Thunderbolt on the bombs. It actually makes the Shy Guys kart explodes. You pass by them and notices that Gugu is now a Pyro Guy and he's running as fast as your kart. You are side by side.
Pirate Guy: "Go Gugu! Go!"

You can't shake off Gugu, you're pretty much tied for the second position right now. Glomglom is still calmly driving behind you. King Boo notices you.

Hmmm he's going for that move. Well there is one thing King Boo is weak to besides looking at him. Light.
Bowser will keep going straight and keep his eyes on King Boo. Pixy will spring into the air and at the height she will use Flash blinding everyone in the area. Then she will use agility upon landing.

(Oh boy, that last lap will be more chaotic then I thought...)
Pixy jumps high in the air, using Flash, which blinds all the contestants. King Boo misses you and you pass him, Grouchy Possessor misses his turn, crashing in the small grass patch, Gugu continued running straight, so he's still next to you. Glomglom was driving safely, so they were also okay. You're in first place!

Bandoo is coming right at you from the front, trying to crash into you with his pitchfork in front of him!

(Dam got one move to avoid a pitch fork, slow down Gugu, and avoid a grappling hook)
Gulp here goes nothing. Bowser will call upon the boo buddies. Have one of them turn the kart invisible at the time E. Gadd uses the grappling hook so it misses Pixy and gets Bandoo. While we are invisible Pixy will but the Pika to the meadal. In order to deal with Gugu if I can have a group of Boo buddies start to lick him or at least harras him into crashing into the barrier.
Meanwhile Pixy will turn the cart sideways and turn the wheel rapidly until she can see colored smoke or sparks or whatever and then take the kart and turn it straight towards the finish line
