Yeah, cell phone falls under that umbrella statement of assuming you have basic stuff. I'm relatively sure you can afford all the rest - I think all of that's even in the rulebook so I don't have to do custom stuff for it! - but I'll double-check during lunch.
Tiny-tiny revolver, big revolver, bigger revolver, or "this town ain't big enough for the both of us and my giant" revolver?

I was pretty close with my estimate of $1,000. I gave her a .357 magnum because classic, stylish, and a good balance of range and power. I also gave you (and Justice) 100 shots each. You've got about $34,000 left over.
Looking at your character sheet... I'd recommend investing in a nice camera, maybe, and a lockpick. Maybe some sort of vehicle. You don't have to pay it all off at once, I'll probably deduct something like 1/4 the cost and add a monthly fee. Other things... Survival knife, backpack, night vision goggles, document shredder, signal gun, disguise kit, first aid kit, maybe a police scanner, photo enlarger... Canteen, GPS system? And possibly a high-end computer.
Justice! Hm. Recommendations for Justice's items... Motorcycle? Brass knuckles, motion sensor system, bulletproof vest, a high-quality first-aid kit for the bar... Fire-proof safe and/or document shredder, maybe?

Ah. There's the obvious stuff I forgot. Brass knuckles is an obvious one. Motorcycle also. So is motion sensor security system for the bar.
First aid kit and bullet proof are less priority, but definitely in character to have. I figured any office supplies like a paper shredder would just be basic stuff that wouldn't count.

Umm crow got any good recommends for my character?? Weapons are a good place to start. Melee weapons aren't terribly expensive, and Francis gets a decent damage bonus, so start with something there. Improvised if you want. A handgun'll be $200-$600, plus another $50 for ammo. A rifle'll be around $400 for something one-shot-y, or upwards of $1,000-$3,000 if you want something with auto. A shotgun doesn't have the range and the ammo's more pricey, but the gun itself is around $100 for a not-military-grade with standard point-and-click interface. But remember, a shotgun/rifle's really hard to conceal compared to a handgun. Mm... Science tools... Bunsen burner, Geiger counter, centrifuge, microscope... I'll give you a basic home laboratory setup for $1,000. Maybe add a nice bag and you can carry some in the field. You've also got good mechanical repair. So, tools... $5,300 for a really nice set including a welding kit. $2,200 for a really nice set, but no welding kit. $1,200 for a decent set that should be enough for most things short of fixing a car. Oh, and a flashlight. For some reason, I feel like Francis really needs a flashlight. Remember you kind of got screwed with money, so you're only starting with $9,000.

Justice, you could also get a Laser Sight for your gun for... $250? Something like that. Doubles its base range and point-blank range.
Just as a general reminder for people, remember people might react a bit funny to you running around in full body armor with shotguns and lockpicking kits. I'll generally assume you leave things of... questionable legality at home unless you specify. Or you tell me "assume Kayla's always carrying her koala."

Leveling Up
When you use a skill in a significant way (which is loosely defined in the rules and entirely up to my discretion so try for style), you have a chance to level it up at the end of a specified period. For the purposes of this RP, that'll be at the end of every week or after a few... special events.
To level up a skill, you roll a skill check - but wanting to roll higher than the skill. On a successful failure, the skill level increases by 1d10 percentage points.
Cthulhu Mythos is an exception, and I explained it before.
