Lockpicks are kind of a legal grey area. A very dark grey. And as a private investigator... you're also kind of a legal grey area. A very light grey. Based on a bit of research, possession of a lockpick is legal in most states, but not if there's clear intent to use them for breaking and entering. However, I was also able to find certified lockpick training courses for law enforcement/EMS/SWAT. As a PI, you're licensed by the state, usually, so...
Presumably, being busted with them would be fine, unless you were obviously intending to use them to break in somewhere... unless you could prove you had probable cause to enter. Another very grey legal area. Your Fast Talk and Law skills are high enough you could probably dig your way out of trouble with some solid RP, but don't be too surprised if they end up confiscated.

Umm crow got any good recommends for my character?? Weapons are a good place to start. Melee weapons aren't terribly expensive, and Francis gets a decent damage bonus, so start with something there. Improvised if you want. A handgun'll be $200-$600, plus another $50 for ammo. A rifle'll be around $400 for something one-shot-y, or upwards of $1,000-$3,000 if you want something with auto. A shotgun doesn't have the range and the ammo's more pricey, but the gun itself is around $100 for a not-military-grade with standard point-and-click interface. But remember, a shotgun/rifle's really hard to conceal compared to a handgun. Mm... Science tools... Bunsen burner, Geiger counter, centrifuge, microscope... I'll give you a basic home laboratory setup for $1,000. Maybe add a nice bag and you can carry some in the field. You've also got good mechanical repair. So, tools... $5,300 for a really nice set including a welding kit. $2,200 for a really nice set, but no welding kit. $1,200 for a decent set that should be enough for most things short of fixing a car. Oh, and a flashlight. For some reason, I feel like Francis really needs a flashlight. Remember you kind of got screwed with money, so you're only starting with $9,000. Okay so great I got Anna'D by the RNG for money but well (cracks knuckles ) I guess this is where the fun really starts. Equipment: Flash light (50??) Basic home laboratory setup, (1000) the middle option for tool kit (the really nice set but no welding) (2200) Weapons: Melee: A sword and a baseball bat wrapped in Barb wire (we Negan now) Gun: A decent hand gun easy to handle and packs a decent Punch and ammo Vechile: ? Whatever I can afford

You sure you want barbed wire on that bat? You can't really carry a sword in public without drawing a lot of attention. You could get away with a bat without a second glance - Francis is a BUFF nerd - and while I'm pretty sure wrapping barbed wire around the bat's not strictly illegal, the cops would still bring you in for carrying that.

As for swords... Saber, katana, rapier? Mmmm... Sword-cane? A sword in a cane?
Gun... mmm... Glock 17? 9mm?
OK... Vehicle. You... might could get a bike? Well, I'll think about what I can give you credit-wise.

Well she can always leave the barbed wire bat at home until she needs to use it along. Sword? Sword cane sounds awesome. She carries a regular bat.
Hand gun? Glock 17 yeah let's go with that.
Vehicle? Maybe an electric scooter.

All that's been added to your inventory.
Ma-a-a-a-al, stop breaking the game before it even starts...

So I might have an idea that builds off of the cultist one, but I'll have to run it by you because there's some things that stretch the rules a bit. I'll send a PM later to see if it's okay.

So long as it follows the golden rule of CoC: don't stick it in crazy
always stick it in crazy, it'll raise your Mythos skill The only thing extraordinary about an investigator is what they come to know.
There's a bit more leeway since I'm already adapting the system to a "high fantasy mode," more or less. But no half-elf bards, no kitsune oracles haunted by dark gods (though that totally fits the setting, minus the kitsune part), no pixie paladins...

These all seem familiar somehow...

ESPECIALLY no half-elf bards whose alignment is "chaotic drunk."
They love you and leave you.

Character deaths! I've been meaning to talk about this for a while. Because it's something that can be touchy. And it's also relatively common in CoC. Well, you could get through the campaign with no deaths, or maybe you'll drop like flies. You'll be able to make a new character with comparable stats if yours dies, but it'd be better for them not to die in the first place, yeah?
I'm not a fan of "Surprise! You die!" moments. You'll always have at least some hint that your character's at risk. Could be your character having a bad feeling or maybe a common sense thing like "gee, I bet that 2-story tall demon that just smashed a car could probably kill me real easy." Whether you notice the hint or choose to heed warnings is up to you. Could be the cost of retreating's just too high, or maybe you just really wanna be a hero or something.
If it ever comes down a do-or-die die roll (outside of combat), I'll make sure you at least get the chance to roll it yourself.

Is it bad that I kinda of Francis to die and actual combat hasn't already happened. That I am already done with Francis McAvea and that I feel like I already pissed off way to many PCs and NPCs

The only NPC you pissed off is Alethea. And that's like saying you managed to wake up.
Scientist lady just doesn't like people. She didn't immediately hate Francis and that's an accomplishment.
Try talking to one of the NPCs that doesn't have the personality of a junkyard dog next.

Cyrus doesn't hate her. He just thinks she's annoying.
