You hop on the unusually crowded bus and head towards the beach. You hop off a few stops short of where you'd normally stop. You follow some streets and find a large river flowing towards the beach. Near the point the river and ocean meet, there's a large concrete wall with a few open points letting the water flow out... connected to a larger facility with a lot of large water tanks and settling pools and things like that. Oh, it's part of a water treatment plant.
Katie wastes no time making her way to the edge of the river despite the heavy rain. "Wanna go stand on it?"
The retaining wall has a few slots with metal gates wide open, letting the heavily flowing water out. There's a path for people to cross over it, but it has some no trespassing signs. Katie may or may not have even noticed.

"Hmmmmmm nope, not really!" Katie twirls her umbrella as she stares at the river. "I just thought it might look interesting today because of the heavy rain."
She's not wrong. The river is surging and gushing as it breaks through the 'dam' attached to the water treatment plant.
Katie twirls the umbrella faster, swaying as she shifts her weight back and forth. She pauses and taps a foot on the ground to adjust one of her shoes, looking away. "So, um... whatcha thinkin' 'bout?" she asks, a bit quieter than usual.

Floyd smiles shifting his gaze from the water to Katie's eyes "I was just wondering what it was I did to deserve such a cute, adventurous, fun partner in crime......here you were right it does look interesting let's take a closer look just be sure to keep a firm grasp on my hand and we'll be fine"

Floyd chuckles "I'm not sure normal exists much less in this town...the "dates" I used to go on were mainly just an excuse for mom to socialize sooooooooooooo, I much prefer time with you" He looks up into the rain for a long moment before snapping his fingers excitedly "Well we are so close to the beach and there's not likely anyone around wanna o check out some tide pools?"

"Um, yeah? There's probably all kinds of cool crabs and stuff out right now!"
The fancy shoes are the first casualty, tossed aside to run faster just to get to the beach, followed shortly by the umbrella to free up a hand for crab hunting. The nice hairdo follows shortly. It's not long before her blouse is drenched amd skirt covered with sand.
An hour later, standing together under the pier, she looks nothing like the fancy girl you met for lunch. At least with her hair flat and her heels in her hand instead of the sand she's back to feeling like she's the right height. She plays with her umbrella while you stand in the relatively dry underside, still excited after a particularly snippy crab snapped at you.
"So... Does this mean we're, y'know, boyfriend and girlfriend now?"
