Charge forward with the parasol held up to block the shurikens he's probably going to throw, then dash attack him with it.

I don't do that because I'm lazy, but you literally wrote the turn yourself.)
Bandana Dee charges forward with the parasol. blocking shurikents thrown by Chakra Thingy. Bandana Dee then dash attacks through the enemy, ending up behind him.

Backwards Thrust to damage and turn around, then guard again.

Bandana uses a backward thrust, but the enemy transforms into a wooden log and appears behind Bandana Dee as he turns around and blocks the oncoming shuriken.
Chakra Thingy: "Woah! You actually predicted that? You're good!!!!
Let's see how you handle this!!!"
Blue energy starts to glow in the enemy's hands.

He's likely going to send an energy blast or something similar at me, so circus throw it back.

(I think I'm gonna give an ability to your Bandana Dee. When he blocks projectiles he can't actually Circus Throw, it will create stars he can throw back like in Kirby games.
These starts are pretty much necessary for Circus Throw and I find it interesting to add this little touch to your character.)
Chakra Thingy throws some blue balls at Bandana Dee, protecting himself with his parasol.
Chakra Thingy: "How does that even work? I thought it was a simple parasol..."
The projectiles left yellow stars on the ground, which Bandana Dee throws back at the enemy. Chakra Thingy seems weak.
