You have a point but what if Hooktail gets bored of eating Koopas and it wants to start eating Boos (how that's even Yoshi) or Magikoopas or perish the thought Yoshis?
I mean I agree leave it alone don't get Yoshi but what if this Hooktail becomes a threat. What if he wants to break windows???
