Does the length and completeness of the moveset still actually matter Could I theoretically make only a Final Smash that is fun, fits well, and is unique and get full points

Toad (Mario Party) Moveset
Neutral Special: Superstar Rod- Based on Mario Party 8's Superstar Showdown. Toad holds up the Star Rod from Party 8, then sends an energy ball flying forwards. Similar to Samus's Power Shot. Can be stored, cancelled with shield, and charged in midair. Side Special: Hyper Sniper- Based on Mario Party 6's minigame, and shooting minigames in general. Toad pulls out a comedic plastic-looking gun (same color as the player/CPU color) and shoots. A very fast and weak shot with medium knockback. You can hold the B button to pull out the gun, then aim the shot. Up Special: Random Ride- Based on Mario Party 5's minigame. A random vehicle (a cloud with an engine, a flying ship, a pink flower, a magic carpet, and a sort of blue flying 3/4 sphere with oars) appears, with Toad hopping in. To reference Mario Party's infamous RNG, the speed and distance that each ride will travel is random every time. It's also random whether the ride will have a hitbox or not (indicated by white speed lines around the vehicle), and the direction it sends opponents is random. When the ride ends, it simply disappears and strands Toad in midair or on stage. Down Special: Item Shop- Toad holds up a coin, then has the coin disappear in smoke as either an Orb or an Item Bag appears in his hand. These are throwing items. When it hits an opponent or the ground, a random item appears. If it's a rare Item Bag, three items will appear. More powerful items are significantly more rare. Final Smash: Triple 'Shroom Orb- Toad uses his character-specific Orb from Mario Party 7 and gets covered in golden sparkles. For 16 seconds, all of Toad's stats triple and all damage and knockback values on his moves triple. This makes a VERY sensitive and hard to control Toad due to simply insane speeds and fall speed, but it also makes Toad's Final Smash potentially the strongest version of any character in the Smash series when used correctly.
BREAKING NEWS: ALTERNATIVE FINAL SMASH THAT I WANTED TO ALSO INCLUDE BECAUSE THIS GAME WAS JUST ANNOUNCED BUT APPARENTLY NO ONE NOTICED
Alt Final Smash: Star Rush- Toad summons a blue, green, and yellow Toad, then yell "Toad Scramble!" as every Toad moves on the stage at the same time, with the three new Toads functioning like a CPU Toad before disappearing after 15 seconds. The only true benefit of this Final Smash is having three temporary extra CPU allies, so results and effectiveness can be very varied. Reference to Toad Scramble from Mario Party: Star Rush.
Jab Combo: Toad uses the simple punch frequently seen in the Party minigames involving combat, complete with the same color effect. One attack. Launches opponent too far for followups, not far enough for a kill. Good for gaining stage control. Dash Attack: Toad dives forwards, attacking opponents with his head, then bouncing backwards on his head. High damage and endlag, but most of Toad's hurtbox is away from this move's hitbox. F Tilt: Toad swings a hammer forwards, side to side. It's a forward tilt. Up Tilt: Toad throws away a Ztar in disgust, being tossed upwards. Large hitbox, some knockback, fairly high endlag. D Tilt: A miniature version of the Party Cube from Mario Party 4 falls in front of a ducking Toad, landing on the opponent. A pretty standard down tilt. FSmash: Toad hops on a bumper ball that appears, then revs it up by running in place before releasing it and rushing forwards a short distance, launching opponents. USmash: A Dice Block appears above Toad, changing numbers rapidly while Toad charges up energy before jumping up and hitting the Dice Block. The Dice Block and Toad's jump are one hitbox. When the Dice Block is hit, it sends out a mini-shockwave hitbox that deals no knockback but instead deals extra percentage equivalent to the random number on the block. DSmash: Toad cowers while covering his head and sweating bullets, then appears shocked as three adjacent Red Spaces (one below and two to the sides) appear and glow, launching opponents before disappearing. Nair: Toad clutches a Star as it spins around rapidly. Fair: Toad uses the midair kick often seen as his midair attack in the combat-based Mario Party minigames, complete with color effect. Bair: Toad rotates and swings behind himself with a hockey stick. Uair: Toad headbutts a volleyball. The volleyball launches straight up and then quickly disappears. Dair: Toad stops and flips in midair and then goes for a ground pound. Powerful and high knockback, but V E R Y predictable and easy to react to.
Grab: Toad summons a Boo to snatch an opponent quickly. Pummel: A button (the same button as the primary attack button of the current controller) flashes above the held opponent. Mashing the button causes Boo to shake the opponent rapidly, also causing coins to spill out. Forward Throw: Toad steps to the z-axis as a giant soccer ball appears and rolls into the opponent, launching them. Based on a minigame from Mario Party DS. Mildly high knockback. Back Throw: Toad and Boo hop up as a mini slot car with Toad's head hits the opponent from behind, knocking them backwards. Up Throw: Toad's Boo envelops the opponent, floating upwards with the opponent inside it and then ejecting it from its body, with a Star flying out that Boo catches, disappearing contently. Down Throw: Toad summons the pogo stick stamping device from Mario Party 4's Stamp Out! minigame and jumps on the opponent. Low knockback
