You watch as the Sailor wins using Gullotine with his Kingler. Afterwards, asking them about anything suspicious, they don't appear to know anything about it.
Sailor: I haven't heard anything about suspicious things.

As Shade walked away, he looked down at Cass and Victini, quietly speaking to the two of them so as not to be overheard.
"Seems like nobody's seen any kind of base out at sea. If that's the case then it may simply be well hidden, or it could be underwater. If that's the case, we'll need Dive and an Aqua Lung if we want to get anywhere near it."

Alright then, go to the docks, send Wailmer out, and surf out in the direction that the helicopter went. If I find it (or even an island that may contain the base), try to stay behind the cover of rocks. This is a scouting mission, all I need is to find the place and a plan can be formed later.

Shade rides Wailmer out to sea and looks around carefully for any sort of islands or anything. Nothing really looks out of the ordinary. There are cargo ships going in and out of the ocean and some of them going to a nearby island, but that's not really an evil base island. In fact, it looks like a sort of hotel resort area. It's really nice. There' even a colosseum over there you can see from here. Since its the only lead Shade really has, he heads on over to the island.

Cases stares up at Shade somewhat disapprovingly.
"I know what you're thinking, but I didn't actually give him my Xtransciever number."
Shade reaches into his back, pulling out an old mobile phone.
"I handpicked this phone for being incredibly difficult to track, not to mention that I've added in an outgoing signal jammer that I can turn on or off as necessary. They're going to have a hell of a time finding us if they try."
Shade activates the jammer and returns to the lab, reporting everything that he found on the island.
