I think Spooky is a better fit for Pac-man, but ok.
I do think Shulk should get Zanza as his Ultimate Persona.

I don't know much about Xeno, so I just threw the boss that's in Smash at Shulk haha

As for Spooky, he is the main Villain of Pac-man World 2, Though Toc-man being his initial and Spooky being his Ultimate can work  |

For Marth his boss should be the Earth Dragon from Shadow Dragon. (Don't remember his name never got that far.)
Lucina: Grima
Chrom: Gengral;(the old king of Plegia and the one who forced Chroms sister to jump to her doom); Walmart....Walhart
Ike: The Goddess Ashera or Black Knight.
Robin: Valdimar and/or Grima
Ryu: M. Bison or his teacher Akum (I think that's how you spell it.)

Oh I almost forgot about a Xenoblade chronicles world. I know some stuff about Xeno blade chronicles but if someone who's more knowledgeable wants to handle that world let me know.

I'd also argue that either Marth, Lucina or Chrom should be Naga (Falchion's made from one of her fangs, not to mention that there should be at least a few Personas that aren't based on antagonists) while Roy could get... I don't know, is there someone who used the Binding Blade before him in the lore? Hmm... If Lucina had Masked Marth as her persona that would narrow the choices for Naga down to Marth or Chrom, at which point as Falchion's first wielder Marth is the best pick. Whispy seems a little underwhelming for Kirby. I get that Whispy's an iconic boss, but he's way weaker than what most of the others get. Void Termina, perhaps? Lastly, while I get the choice of Bellum is supposed to relate to Zelda having Phantom Summon as her down special, as the reincarnation of Hylia I feel like she's a better choice symbolically than a boss with very little relation to Zelda herself (and none whatsoever to the Zelda in Smash who's from a different branch of the timeline). |

Hmm for Kirby wouldn't Zero work since Zero is what would happen if Kirby was filled with negative energy. While Void can be the ultimate for Kirby.
Roy isn't the sword he uses the same as his dad Eliwood or is it a completely different sword.

That's what I meant, while I know the other legendary weapons had former users I don't know much about the Binding Blade. |

If its something you think can work we can do a mixture of 1 and 2. Otherwise stick with 1 because Shulk is based off of that game.
